System Lead Transition

Dear PPCoC Members,

As shared during the recent membership meeting, the PPCoC Board made the official announcement that Pikes Peak United Way will take the lead for Continuum of Care functions, working in close partnership with the City of Colorado Springs (Collaborative Applicant), effective July 1. We are excited about the opportunity to provide systems-level leadership and partner with you to advance meaningful progress in this critical area—with the goal of making homelessness rare, brief, and non-recurring.   

Our teams across PPUW, the City, the PPCoC Board, and ChangeLine have been meeting consistently and working with intention to ensure a transition plan provides continuity with attention to critical details. We know change can be bumpy, and we want to assure you that we are committed to a transition that does not affect your current operations with existing services and processes continuing throughout the transition and beyond.

We will continue to share updates as plans are finalized, but in the meantime, we are now accepting applications for the following roles:

Complete applications, including a cover letter and resume, should be sent to adavis@ppunitedway.org before 8:00 a.m. May 26, 2026. Decisions are expected to be made by mid-June.  Again, our focus will be on continuity, and we are looking for qualified applicants who can hit the ground running by July 1.

At PPUW, our commitment is grounded in partnership, accountability, and community impact. We are dedicated to working alongside each of you to ensure this transition is seamless and that our community continues to receive the support it needs without disruption. We are especially grateful to PPCoC Leadership and ChangeLine for their commitment to this transition and for bringing a collaborative, community-centered spirit to this work.

System Lead Transition Update

April 2026

On April 21, 2026, the Pikes Peak Continuum of Care (PPCoC) Board announced the selection of Pikes Peak United Way, in partnership with the City of Colorado Springs, as the next System Lead. This role will transition from ChangeLine effective July 1, 2026.

This decision follows a two-and-a-half-year, Board-led process to strengthen the System Lead role, resulting in a structure where responsibilities are shared across partners to support coordination and long-term sustainability.

Under the new structure:

  • Pikes Peak United Way will serve as the HMIS Lead and Coordinated Entry Lead, supporting data systems and coordinated access to housing and services.

  • The City of Colorado Springs will serve as the Collaborative Applicant, leading the application for federal funding and aligning resources with community priorities.

Next Steps

The PPCoC Board, Pikes Peak United Way, the City of Colorado Springs, and ChangeLine are working together to ensure a coordinated transition with continuity for providers, partners, and individuals navigating the system. More information about the timing of specific transition steps will be shared soon.
